in a dual core is the cpu usage always the average of both processors?
lets say in a dual core one processor is at 100% and the other is at 50% then will the cpu usage be 75% so then is it the average of the two processors even in quad core’s if not then explain what it is.

There’s no average.
Each core is its own core. Multi-cores get tasks divided up. If a core says 15%, then it is 15% on that core. If all cores are at 15%, then it’s 15% overall. If it’s 60% and 40%, it’s usually bad programming for multicores because the load should be split evenly.
That might not relate to the question.
